Every inspection is a standalone event
A PDF report tells you what happened on one day. It cannot tell you whether the defect on line 12 is the tenth time it has appeared this year, because nobody is tracking it across reports.

Defect names are inconsistent
A scratch can have twelve different names depending on the inspector. Free-text defect descriptions cannot be aggregated. Trend analysis on unstructured data is impossible.

Supplier performance is invisible
